Alabama Power Co. is urging the state's utility regulatory board to reject a request by AARP to reconsider the new rate plan for the state's largest electric utility.

Alabama Power filed arguments with the Public Service Commission on Thursday saying that AARP's application for reconsideration is without merit and is "nothing more than the protestations of a losing litigant."

Alabama Power also questions whether AARP has legal standing to seek reconsideration.

The PSC voted 2-1 on Aug. 13 to change Alabama Power's basic rate plan. It went from a return on equity of 13 percent to 14.5 percent to a weighted cost of equity between 5.75 percent and 6.21 percent.

AARP's reconsideration request says the change won't lower electric bills.
