Alabama's secretary of law enforcement has prepared a plan for preventing and responding to active shooters.
Secretary Spencer Collier says law enforcement can't predict when a person intends to kill several people, but they can be trained and prepared to decrease a potential shooter's chances of executing the crime.
The state plan calls for more law enforcement training, educating the public to report suspicious activity, and preparing response plans covering everyone from victims' families to media converging on a site. Collier says federal funding is available to help implement the plan.
Collier said Wednesday a hotline is already available to receive anonymous tips on suspicious people or activity. It will be reinforced with a promotional campaign including billboards and public service announcements. The hotline number is 1-866-229-6220.
