That race pitted Byrne against businessman Dean Young. Byrne had the backing of many business groups including the Chamber of Commerce. A spokesman for Byrne says the ceremony is scheduled for around 2 p.m. on the floor of the House of Representatives. The governor has set the primary election date for Sept. 24.</p><p>Lipscomb served three terms in the Senate. He was also a Baldwin County commissioner.
